Permanent residents are foreign nationals who have been granted permanent resident status. Though they are not Canadian citizens, they have most social benefits that Canadian citizens have, including health care coverage, the right to live, work or study anywhere in Canada, to apply for Canadian citizenship, and to receive protection under the Canadian law including the Canadian Charter of Rights and Freedoms. Conversely, permanent residents must pay taxes and respect all Canadian laws at the federal, provincial and municipal levels.
CANADIAN CITIZENSHIP
Being a Canadian citizen, either by birth or by choice, comes with rights and responsibilities steaming from our shared identity, traditions, and values. The Constitution of Canada of 1867 was amended in 1982 to entrench the Canadian Charter of Rights and Freedoms.
Canadian citizens enjoy the fundamental freedoms of conscience and religion; freedom of thought, belief, opinion and expression, including freedom of the press and other media of communication; freedom of peaceful assembly; and freedom of association. They also enjoy democratic rights, the most important being equality rights; mobility rights; legal rights - the right to life, liberty and personal security; election rights; official language rights and minority language educational rights; or habeas corpus.
Similarly, Canadian citizens have responsibilities such as obeying the law; taking responsibility for themselves and their family; serving on a jury; or voting in elections. Modern times bring up more versatile responsibilities such as protecting the environment; preserving our heritage; or helping communities by volunteering.

Temporary residents are foreign nationals who are legally authorized to enter or remain in Canada for temporary purposes. Foreign nationals are granted temporary resident status upon meeting all legal requirements to enter and/or remain in Canada either as visitors, students, workers, or temporary resident permit holders. Only foreign nationals physically present in Canada hold temporary resident status.
