In September 2019, Immigration, Refugees and Citizenship Canada held two rounds of invitations to apply for permanent residence under the Express Entry system.

September 4, 2019 at 13:36:34 UTC -- 3,600 invitations -- 463 CRS points minimum -- August 23, 2019 at 13:33:34 UTC: candidates from Federal Skilled Worker, Federal Skilled Trades, Canadian Experience Class, and Provincial Nominee Program eligible for the draw.

September 18, 2019 at 17:52:51 UTC -- 3,600 invitations -- 462 points minimum -- tie-breaking rule August 29, 2019 at 07:57:13 UTC: candidates from Federal Skilled Worker, Federal Skilled Trades, Canadian Experience Class, and Provincial Nominee Program eligible for the draw.

As for all other tie-breaking rule draws, in the event when more than one candidate reaches the lowest score, the cut-off is based on the date and time of submission of their respective Express Entry profile.
